中文摘要: 國家地震工程研究中心針對我國中小學校舍耐震評估與補強作業建置
了校舍耐震資料庫,基於校舍所受即時地震影響的程度與震災潛勢等相關
決策,都與校舍之地理位置息息相關。因此本研究將結合Google Map API
與校舍耐震資料庫,運用網路地理資訊系統(Web-GIS)的模式建立校舍耐震
Web-GIS 系統介面。而校舍耐震資料庫所儲存的資料多為校舍耐震能力面
向的資料,對於校舍耐震的需求值面向資料則較為不足。現有推算震區其
它位置地表加速度的方法是以衰減模式為主,本研究嘗試以再生核近似法
(Reproducing Kernel Particle Method,RKPM)為基礎建構最大地表加速度場
(Peak Ground Acceleration,PGA)之推估方法,此方法只需一組測站的紀錄
即可即時地以內插計算推估出有相當準確度的震區地表加速度,本研究將
其應用於校舍耐震Web-GIS 系統介面,以推估校舍所承受即時地震之PGA
值,並建置儲存校舍歷次受震記錄之校舍受震歷史資料庫。
本系統依應用情境可分為即時與非即時之決策輔助。即時的決策輔助
為針對使用者所輸入的地震即時以RKPM 為基礎之震區地表加速度推估方
法計算學校所承受之PGA 值及震損評估,輔助決策者校舍維護及救災等工
作。非即時的決策輔助則提供校舍耐震資料庫及校舍受震歷史資料庫的查
詢,使決策者對校舍之耐震狀況與受震紀錄及潛勢能有統整的掌握。
英文摘要: A database for seismic information of school buildings in Taiwan has been developed by National Center for Research on Earthquake Engineering. The database successfully supports the a seismic evaluation and retrofit process of school buildings in Taiwan electronically. Originally, the system interface of this database is based on text-based web form. Since the information and decision making applications of this database are highly related to geographic locations of school buildings, a Web-GIS interface for the database was developed in this study to visually present information and interact with users using Google Map API. On the other hand, the information maintained in this database mostly are belong to capability aspect in seismic resistance, whereas information related to demand aspect are relatively few. Therefore, this study developed a new approach to construct the peak ground acceleration field caused by an earthquake using Reproducing Kernel Particle Method (RKPM). This approach can efficiently estimate the ground acceleration of any specified location based on the earthquake records of a set of measuring stations. The performance of the proposed method was evaluated in this study. As an application case, the proposed approach was integrated into the aforementioned Web-GIS system to visually display the ground acceleration field and estimate the damage indexes of selected school buildings caused by any input earthquake for instant decision support on disaster relief. In addition, a database of historical ground acceleration records at each school in major earthquakes is established using the proposed method to be accessed for decision on a seismic evaluation and retrofit
